Test planning for MuktaSoft V1.0, HUDD
The purpose of this document is to outline the User Acceptance Testing (UAT) process for the MUKTA application developed on the DIGIT-Works platform for the implementation of the MUKTA scheme notified by the Government of Odisha. This will enable the ULB and CBO users to validate that the MUKTASoft application meets the agreed-upon acceptance criteria for various functionalities.
It will ensure that the system satisfies the needs of the business as specified in the (/ ) and provides confidence in its use. It will also help to identify defects with associated risks and suggest enhancements(change requests), communicate all known defects/enhancements to the project team, and ensure that all issues are addressed in an appropriate manner prior to go-live.
During the testing process, a pre-approved list of test cases/scripts will be executed to verify the behaviour and performance of various functionalities. The observations from the testing will be noted and classified as defects, enhancements, or clarifications. Some of the enhancements may be doable using configuration changes while others( Change Requests) may have to go through a change management process.

The UAT team will execute all the test scripts referenced in section 6.0. Users may also perform additional tests not detailed in the plan but remain relevant and within the scope of the project.
Users will report feedback to the eGov team for documentation and escalation using a Google sheet. These defects will be described, prioritized, and tracked by using screen captures, verbiage, and steps necessary for the development team to reproduce the defect. For change requests the requirements will be described, analysed, prioritised and tracked. Information on defect and CR processing can be found in section 7.0.
The various phases of UAT are illustrated in the diagram below:
UAT is conducted by distributing all test case scenarios to various roles. The UAT session will start with a product demo CUM brief training for all the users.
MuktaSoft web application for employees.
MuktaSoft web (Mobile First) and mobile (Android) application for CBOs.
Well-defined functional scope.
Well-defined role-wise functional test case scenarios covering end-to-end flow.

For the below-mentioned functionalities, separate demos and/or training sessions will be conducted for the targeted user groups.

Project closure, work order revision, and bill PDFs.
JIT-FS and Aadhar integrations.
During UAT, the team will validate the end-to-end flow and features of the application to validate:
End-to-end business flow for each of the identified users flows
All the required fields are present
The system accepts only valid values
Users can save after filling in the mandatory fields in the form filling
Correctness of label and its translation

Configuration of ticket tracking tool for UAT (JIRA)
The UAT environment is similar to the production environment in terms of specifications and is provided by eGov, so that accurate assumptions can be drawn regarding the application’s performance.
Applicable IP addresses and URLs will be provided by eGov team to the UAT Team and all the mobiles will be configured for access to the test environment.
Each test participant will be provided with a checklist to verify access to the applications within the defined scope of testing. The tester then logs in, performs the prescribed steps and generates the expected results for each activity. Any feature identified as missing or a bug during testing from the UAT environment should be reported back to eGov.
Access to test data is a vital component in conducting a comprehensive test of the system. All UAT participants will require the usage of test accounts and other actual files from the ULBs with the project's data to use as the test data. All user roles should fully emulate production in the UAT path. The test accounts and role mapping shall be done for the users identified by eGov. Following are sample test data for UA testing:

All team members will be presented by the eGov team with an overview of the test process and their specific roles in UAT. The eGov team will oversee testing by assigning scripts to testers, providing general support, and serving as the primary UAT contact point throughout the test cycle.
The following sections detail milestones crucial to the completion of the UAT phase of the project. Once all dependent milestones have been completed, HUDD will formally sign off on the system’s functionality and distribute an email to all project stakeholders.

The UAT session will be conducted physically in Bhubaneswar, Odisha at the HUDD office. The detailed plan for the UAT session is as follows:
The CR analysis may take more than the anticipated timelines. The CR analysis if exceeding more than Day 2, the analysis results, acceptance and prioritisation will be discussed in a subsequent meeting.
The signoff shall be provided at the end of UAT by HUDD via email communication or official orders/memo to the eGov.
All UAT test cases completed: Verified that all UAT test cases, as defined in the UAT plan, have been executed and completed
Business requirements validated: Validated that all business requirements, as defined in the requirements documentation - all features, functions, workflows, calculations, and translations have been thoroughly tested and verified
Compatibility tested: Verified that the application has been tested on the specified devices, Operating System (Windows 10 Pro, Android 10 and Above), and browser Chrome (Latest version) and any compatibility issues have been addressed.
All feedback has been identified and documented. Agreed on the priority.
Documentation updated: Ensured that all relevant documentation, including user manuals, have been updated post-UAT and they reflect changes identified and acted on during UAT
UAT summary report prepared: Prepared a UAT summary report that includes the UAT results, findings, and any outstanding issues or risks identified during UAT
The mutually agreed defects/CR from UAT will be resolved and demonstrated to users within the agreed time frame.
Post resolution and demonstration of all the issues the application will be ready for deployment in the production environment
Training on the UAT environment was completed with 100% participation as per the plan. In case some of the participants are not available, prior intimation with reason is to be captured.
No P1 bugs were found during the execution of the test scenarios.
90% of the total test cases should be executed successfully and the observed behaviour was found to match the expected results.
Post training and UAT sessions, a quiz will be administered to check the familiarity of the participants with MuktaSoft. The quiz must be completed with at least 75% correct responses.
The team will leverage relevant QA test cases for project-specific functionality. Each test case based on new functionality will reference a specific functional requirement.
Each script contains: the test case number, test description, requirement number, action to be performed, test data to be utilized, expected results, error descriptions (if applicable), pass/fail results, date tested, and any additional comments from the UA tester.
The UA test scripts are contained within the UAT test case spreadsheet and can be accessed via hyperlinks from each individual test case.
Defects and change requests are entered and tracked in JIRA by the eGov team during the UAT process. Each entry includes detailed information about each defect/CR.
The test team is provided with instructions on how to effectively execute test scripts, as well as identify, capture, and report defects/observations by the eGov team at the beginning of the UAT session. The test team present their findings during the UAT session.
Defects must be clearly captured and escalated to ensure prompt resolution by development. Each defect submitted by UAT will be assigned a priority, worked by development, resolved, and re-tested by UAT prior to closure. The following is a snapshot of the standard defect lifecycle:
eGov and HUDD together will prioritize and classify defects. Defects found in UAT can be assigned one of three (3) levels of severity:
P1, Work Halted – Testing defects that due to the complexity of the function or the scheduled dates are putting the implementation date at risk. No workaround exists.
P2, Work Slowed – Testing defects occurring in a less complex function of the application with sufficient time to resolve before the implementation date – but must be implemented as scheduled. A workaround has been identified and is listed in the defect.
P3 and lower, Work Unaffected – Testing defects occurring in a function that is simple to fix or could be excluded if not resolved by the scheduled implementation date.
Response (acknowledgement of the issue) Commitments for Defects
As a non-profit, we are unable to make any commitment on how long issues will take to fix and deploy in production. We will endeavour to resolve P1 issues as quickly as possible.
CR must be clearly captured and reported for analysis to identify effort and impact in the eGov team. Each CR submitted will be validated and categorised for acceptance and then assigned with a priority. The development team will work on it and will be made available for testing. Following is a snapshot of the standard CR lifecycle:
eGov in consultation with HUDD will decide acceptance and categorisation of change requests. Change requests found in UAT can be assigned one of three (3) levels of category:
Must Have – Change requests that are needed for the success of a campaign. No workaround exists.
Should Have – Change requests that are required for better tracking and monitoring and will increase the ease of use of the system for users. A workaround has been identified and is listed in the CR.
Good to Have – Change requests that are simply for better visualisation and reporting. It could be excluded if not resolved by the scheduled implementation date.
eGov to endeavour to cover Must Have changes before distribution. Lower priority changes will be taken through the eGov Gating process for planning subsequent releases.

Process flow for Issue Management for MUKTASoft V1.0 App
Post-pilot implementation of MUKTA V1 in 2 ULBs (Jatni and Dhenkanal), a helpdesk will be set up by HUDD for the resolution of the queries by ULB employees and CBOs. This document has been put in place as a ready reckoner to ensure the smooth resolution of the queries without any delays.
An operations and maintenance help desk would be set up by HUDD and the nominated staff would be trained extensively on all the features of the MUKTA app and tackling related queries.
As and when the users face an issue, they would call the said O&M helpdesk for assistance. The reported issues would be categorized into functional or technical or bugs and enhancements and logged into a ticketing tool.
In case the help desk staff is unable to resolve the issue from their end, all functional issues would be escalated to the Master Trainers.
Technical issues would be escalated to the Technical Team of HUDD.
All bugs and enhancements would be forwarded to the eGov team.
The technical issues related to the infrastructure provided by HUDD will be referred to the technical team at HUDD and other technical issues with respect to the MUKTASoft app or iFIX shall be directed to the eGov technical team.
A Helpdesk facility shall be provided through a dedicated phone number/Email Id.
Helpdesk Operators (L1) will log technical incidents/Issues/Problems with the system and perform the following activities and assign incident/ticket Id to the ticket/incident for tracking purposes and will share with the user:
Ticket/Call Diagnosis
Categorization into Problem/Incident/Change Request/Bug Fixes
Assign severity/Priority levels
Tentative timelines for further action
The following SLA prioritization matrix shall be referred for ticket resolution purposes for the issues that are escalated to the eGov technical team. It is also recommended that the Technical Team at HUDD and Master Trainers adhere to similar timelines in responding to issues escalated to them.
A free version of the JIRA ticket management tool will be made available by eGov’s technical team for HUDD. This can be used by up to 10 users.
The following are the mandatory users of JIRA:

To create a project click on the Create New Project button. It takes the user to create a project form.
Fill in all the required details and attach the relevant documents.
Click on the Create Project. On successful creation of the project, the success page is displayed along with Project ID and options to go back to the Search Project, go back to the home page, or create an estimate for the project.

The project details can be modified to correct the fields that were wrongly entered at the time of creating the project. Search for the specific project and open it to view the details. Navigate to the Actions button and click on Modify Project.
The project details are in the edit mode. Make the required changes.

The project for which the estimate is already created can not be modified.

Ward- It filters the application based on the ward selected and then displays the result on the right side window.
Workflow States - It appears only when the application type filter is selected and filters the application based on the application status selected and then displays the result on the right side window.
On the top right side, search parameters are displayed, which allow you to search the estimate by Estimate Number, Project ID, and Project Type.
On the bottom right side, a window is provided to list the estimates based on the default settings and applied filters and search parameters.

To create an estimate for a project, search for the project using the search project feature. Open the project to view the details. Navigate to the Actions button on the bottom right corner and click on the Create Estimate option.
Search for the project is searched using the Search Project.
Click on the applicable Project ID from the search results list to view the project details.
The complete project detail is displayed along with the attached documents and the Actions menu.
Click on the Create Estimate option. This opens the Create Estimate page.
The basic project details are displayed at the top of the page.
The project details tab displays the full project details.
Estimate details are captured in 2 grids - SOR/Non-SOR items and overhead.
Enter the Item Description, Unit, Rate, and Estimated Quantity in the SOR/Non-SOR Grid. Click on Add Line Item button to append additional items.
An overhead grid is provided to capture the GST and Supervision Charges.
The total of SOR/ Non-SOR and overheads grids are displayed as Total Estimate Amount.
An option to enter the Labour and Material cost is provided. Total these 2 can not be more than the total estimated amount.
Upload the documents in the Relevant Documents section required to verify and approve the estimate.
Click on Create Estimate button once the details are filled in. All fields marked with an asterisk are mandatory.
Creator
The Estimate Creator (EC) is responsible for creating and forwarding the estimation along with relevant documents uploaded.

Estimate creator (EC) has the rights to create an estimate for a project and then forward it to the verifier. On creation, the EC gets the forward dialog box from which the user optionally selects the verifier’s name as assignee name, add the comments if any, and then forward the estimate.
On Forward, the estimate is forwarded to the verifier and the success page is displayed with the success message and estimate number.
Edit
The estimate creator (EC) has the rights to edit the estimate in the case the estimate is sent back for any correction.
The estimate pending for correction is available on the Inbox. Else, search for the estimate using the search estimate.
Click on the estimate number to open the estimate and view the details.
Select the Edit from the Take Action. Estimate is opened into editable mode.
After edit, the submit estimate is again sent to the verifier for verification.
Verifier
The Estimate Verifier (EV) is responsible for verifying the estimation and supporting documents uploaded.

Select the Verify and Forward from the Take Action. A pop-up window is opened.
Select the estimate’s technical sanctioner’s name as Assignee Name.
Provide any additional information for the assignee in the comments section.

Click on the Verify and Forward button. The application is forwarded to the technical sanctioner.
Send back
EV can send the estimate back to the EC for any corrections or if any vital document has not been uploaded.
To send the estimate back to the CE
The estimate pending for verification is available in the Inbox. Else, search for the estimate using the search estimate.
Click on the estimate number to open the estimate and view the details.
Select the Send Back from the Take Action. Pop-up window is opened.
State the reasons for sending the estimate back to the CE in the comments section.
Click on the Choose Files button to upload any supporting documents.
Click on the Send Back button. The estimate is placed into CE’s inbox and enabled for editing.

To create a bill for a project, the work order for the project is searched using the search work order and opened to view the details. Then from the view work order page, the action Create Purchase Bill is clicked. Other bills, wages and supervision are created automatically.
A work order is searched using the Search Work Order and the search result is displayed.
Click on the Work Order Number to view the work order details.
Click on the Create Purchase Bill from the action.
Create Purchase Bill page is opened.
Fill all the relevant details properly and then forward the application.
On successful completion, the success page is displayed along with the bill number.

The Bill Creator (BC) is responsible for creating and forwarding the Purchase Bill along with relevant documents uploaded.
Note: Please note that the other 2 bills viz. Wage and Supervision Bills are created automatically by the system.

Select the estimate’s approver’s name as Assignee Name.
Provide any additional information for the assignee in the comments section.

Click on the Technically Sanction button. The application is forwarded to the estimate approver.

TS can send the estimate back to the EV for any clarification which is needed by TS to proceed further.

Select the Send Back from the Take Action. A pop-up window is opened.

The TS can reject the estimate if the documents and information furnished by the EC does not meet the prescribed guidelines.

The estimate Pending for Technical Sanction is available on the Inbox. Else, search for the estimate using the search estimate.
Click on the estimate number to open the estimate and view the details.
Select the Reject from the Take Action. A pop-up window is opened.
State the reasons for rejecting the estimate in the Comments section.
Click on the Choose Files button to upload any supporting documents.
Click on the Reject button. The estimate is rejected, and a notification is sent to the EC informing the same.
Approver
The Approver verifies the estimate and if the documents and estimation provided in the application is found satisfactory and complete and estimation amount as per the guideline, the estimate is approved.

The estimate pending for technical sanction is available in the Inbox. Else, search for the estimate using the search estimate.
Click on the estimate number to open the estimate and view the details.
Select the Send Back from the Take Action. A pop-up window is opened.
State the reasons for sending the estimate back to the CE in the comments section.
Click on the Choose Files button to upload any supporting documents.
Click on the Send Back button. The estimate is placed into CE’s inbox and the estimate enabled for editing.
Reject
The Approver can reject the estimate if the documents and information furnished by the EC does not meet the prescribed guidelines.
To reject the application
The estimate Pending for Approval is available in the Inbox. Else, search for the estimate using the search estimate.
Click on the estimate number to open the estimate and view the details.
Select the Edit from the Take Action. A pop-up window is opened.
State the reasons for rejecting the estimate in the Comments section.
Click on the Choose Files button to upload any supporting documents.
Click on the Reject button. The estimate is rejected and a notification is sent to the EC informing the same.

The Work Order Creator (WC) is responsible for creating and forwarding the work Order along with relevant documents uploaded.

Work order creator (WC) has the rights to create a work order for a project and then forward it to the verifier. On creation, the WC gets the forward dialog box from which the user optionally selects the verifier’s name as assignee name, add the comments if any, and then forward the work order.
On Forward, the work order is forwarded to the verifier and the success page is displayed with the success message and work order number.
Edit
The Work order creator (WC) has the rights to edit the work order in the case the work order is sent back for any correction.
The work order pending for correction is available in the Inbox. Else, search for the work order using the search work order.
Click on the work order number to open the work order and view the details.
Select the Edit from the Take Action. Work order is opened into editable mode.
Verifier
The Work Order Verifier (WV) is responsible for verifying the work order and supporting documents uploaded.

The work order pending for verification is available in the Inbox. Else, search for the work order using the search work order.

Select the Verify and Forward from the Take Action. A pop-up window is opened.
Select the approver’s name as Assignee Name.
Provide any additional information for the assignee in the comments section.
Click on the Choose Files button to upload any supporting documents.
Click on the Verify and Forward button. The work order is forwarded to the approver.
Send back
WV can send the work order back to the WC for any corrections or if any vital document has not been uploaded.
To send the work order back to the WE
The work order pending for verification is available in the Inbox. Else, search for the work order using the search work order.
Click on the work order number to open the work order and view the details.
Select the Send Back from the Take Action. A pop-up window is opened.
State the reasons for sending the work order back to WE in the comments section.
Click on the Choose Files button to upload any supporting documents.
Click on the Send Back button. The work order is placed into WE’s inbox and the work order enabled for editing.

The Approver verifies the work order and if the documents and information provided in the work order is found satisfactory, complete and as per the guideline, the work order is approved.

To view different types of bills -

There are two types of requests raised by CBOs.
Request to close the project
Request for more time to finish the work which is known as time extension.
Once these requests raised by CBOs are forwarded for approval, the same can be viewed and tracked under My Requests.
To view all the requests raised -
Click on the My Requests option.
Register wage seeker service allows the CBO user to enter the wage seeker details into MUKTASoft who are working for them.
To add a register a wage seeker -
Tap on the Register Wage Seeker option on the home page.
Fill in the individual details. The fields marked with an asterisk is mandatory and cannot be left blank.
Enter the details on the form as indicated.
Upload a photograph. The supported file format is png, jpg, and jpeg. The max file size should not exceed 5MB.
Enter the Address Details. Click on Next.
Enter the bank account-related information on the Financial Details page.
Make sure to check and confirm the details before clicking on the Next button.
Re-check all details displayed on the Summary Details page.
Click on the Edit icon in the corresponding section where you want to make the changes.
Click on the Submit button to save the wage seeker details.
The Wage Seeker registration is successful acknowledgement is displayed on the screen. The Wage Seeker ID is also displayed on the page.
Click on the Back to Home button to navigate to the home page.
Enter the URL [Application URL] or Install the MUKTASoft CBO application.
Select the preferred language option. Click on Continue.
Click on Login.
Enter the registered Mobile Number.
Click on Continue.
Enter the OTP sent to the registered mobile number.
Click on the Continue button.
You are logged in.
The home page displays the action menu available for the logged-in user profile.
Navigate through the options to initiate an activity.
Users can change the language of the application from English to Odiya or vice-versa for ease and convenience.
To change language -
Select the preferred language from the list of available languages.
The system menu and prompts will now be displayed in the selected language.
To view the organisation profile
Tap on Org Profile to view the organisation details.

Click on Logout.
You are now logged out of MuktaSoft.
Select language and click on Continue.
Enter User Name, Password, & City. Click on Continue.

This opens the Edit Profile page with the employee picture on the left and the details on the right.

Enter the current password and new password and confirm the new password.
Click on the Save button to reset the password.
Click on Forgot Password option on the login screen to reset the password.
Enter the registered Mobile Number and City. Click on Continue.
Enter OTP sent on the registered mobile number.
Enter the new passwords and type in the new password again to confirm.
Click on the Change Password button to reset it.
Click on the profile icon on the top right side of the screen. There are two options - Edit Profile and Logout.
Click on the Logout option. The user is logged out.
Track attendance service allows the CBO user to capture the attendance on a daily basis of the wage seekers at work and at the weekend generate a muster roll and submit it for verification and approval to ULB employees.
To view and track attendance:
Click on the Track Attendance option on the homepage.
The page displays the different attendance registers.
Click on Update Attendance to view the individual attendance and Mark Attendance for the week.
In the Mark Attendance for the Week field - select the week for which attendance is to be marked. This shows the list of wage seekers engaged for the selected week with the option to mark attendance.
Mark the attendance and click on Save as Draft to save details.
Once the attendance is marked for the week, select the skill and click on Submit for Approval. This generates the muster roll and sends it for verification and approval.
CBOs can view their work orders through the portal or the mobile app.
To view work order details -
Click on the My Works option on the home page.
This displays all the work orders assigned to the logged-in user.
Scroll down to see if the logged-in user has more than one work assigned.
Click on View Details to view the complete details of a work order.
The Work Order details page displays the Contract Details, Work Timelines, Terms and Conditions, and the option to download Work Order PDF.
A CBO user can engage or disengage the wage seekers for all its running works.
To engage wage seekers -
Click on My Works to list all the running works.
Click on the Engage Wage Seekers button available on the Work Order card.
Search wage seekers by the registered Mobile Numbers and map to specific works.
Click on Add a new wage seeker option to add wage seekers.
Click on Submit once all the wage seekers are added. This saves the wage seeker record.
Muster roll service lists all the muster rolls generated all across the Works/ Projects assigned to the logged-in CBO user. The CBO user can view the muster roll details along with its status and edit it in case the muster roll is sent back to CBO for correction by the ULB employee.
To view muster rolls -
Click on Muster Rolls on the homepage.
Click on View Details to access the muster roll details.
In case the muster roll is sent back to CBO for correction - the CBO gets the option to edit the muster roll and re-submit it.
Click on Show Workflow Timeline to view the timeline details for the specific muster roll.
